After October 1, 2010 all new building permits require a KENAK study. The Building Energy Efficiency Study (KENAK) replaces the thermal insulation study and is prepared for each new building, as well as for each existing one, provided it is radically renovated. aimed at improving efficiency, ensuring energy benefits and improving comfort conditions by implementing integrated energy planning.
Integrated energy planning is based on the principles of energy-optimized architecture, and the integration of renewable energy and energy saving systems in new and existing buildings. The systems concern the building shell and the construction methods, the electromechanical installations, the energy management and the technologies of renewable energy sources (RES) to cover the thermal and electrical needs of the buildings.
New buildings must meet the minimum energy efficiency requirements set out in the Regulation.
For new buildings, before the start of construction, a study must be prepared and submitted to the competent Urban Planning Service, which includes the technical, environmental and economic feasibility of installing at least one of the alternative energy supply systems, such as decentralized energy supply systems based on renewable energy sources, cogeneration of electricity and heat, district or building scale heating or cooling systems, as well as Heat pumps.
